Access 2010 - Navigation Form Question

In the Northwind Traders template in Access 2010 called Product inventory database, they use a Navigation Form called "Main".

I noticed that just below each tab there is a strip of blue background colored area with what looks like an invisible table made up of dashes that create little boxes that they have apparently put some command buttons into them.

For example, on the dashboard, there is a command button that says "New Customer Order" and another that says "New Purchase Order".

What I want to know is how did this area get created where these command buttons are located that has these mysterious boxes made up of dashes ?

I know how to make a standard Navigation form with the Horizontal orientation, and I even know how to create one with two levels. I guess it is this second level that I would like to act as command buttons vs. the standard tabs of a navigation form.

Any ideas ?
